Philly Connection Availablity and details

I am interested in finding out any information about "The Philadelphia Connection" (featuring jazz artists from the Philly area). How are the artist determined? What is the submission process? If this is truly a station to support Philly Artist it should do just that. There is no true smooth jazz station anymore. This could be very successful if it truly helps expose the many and diverse artists that live and work in the Philadelphia Area.
